Brian is a Telecommunications Subject Matter Expert with more than 36 years of combined GBS and Government service experience involving the planning, engineering, acquisition, deployment, installation, integration, activation, and operational support of global terrestrial and submarine systems, and also classified and unclassified network sub-systems.

He helped forge and establish GBS as a recognized highly experienced partner with honed skills and expertise in the planning, budgeting, acquisition and construction of DoD networks and project management of their implementation and operational support for all aspects of network activities, worldwide.

Brian is a certified Defense Acquisition Workforce Improvement Act (DAWIA) Program Manager and DoD acquisition specialist who provides GBS technical advisor support to program managers, project managers and contracting officers for the acquisition and contracting of systems and their implementation. Brian was instrumental in the development of DoD’s adoption of Infeasible Right Use (IRU) contracts for the DoD award winning DISA Global Information Grid Bandwidth Expansion (GIG-BE) Program, Pacific and Atlantic extensions, and the CONUS Core Enhancement Program (CCEP), and their integration with vast other leased services. He also was the technical and acquisition lead support for the DTS-P ($1.5B), DTS-P II ($3B), and DCTS-N ($1.5B) projects, contract acquisitions and transition activities.
